The establishment of coffee growing with plantations as a commodity to the export markets with land use, local engagements with labourers. When Downs was DC Goroka he was involved with administration boundaries from Eastern to Central to Western Highlands. The central highlands was mainly Simbu stationed out of Kundiawa covering the areas of Kerowai to Chuave, Waghi valley areas of Minj, Banz, Jimi then were in the Simbu valley region.
