Department of External Territories photograph. From verso: Mr Errol John Emanuel, borne at Enfield N. S. W. on 13th December 1918. Mr Emanuel joined the N.S.W. Police Force in 1940 and resigned in 1941 to join the N.S.W. Fire Brigade. He applied for appointment to the Papua New Guinea Constabulary in 1944 but because of the suspension of civil administration in 1942 his appointment was delayed until 1945 when he took up appointment as a Patrol Officer. He served 25 years with the Administration of Papua New Guinea. Since 1963 Mr Emanuel worked as District Commissioner in the Milne Bay, Eastern, Western, and Southern Highlands Districts. Previously he had served 11 years in the East New Britain District. In mid-January 1971 he was promoted to and took up duties as District Commissioner on special duties in the East New Britain District. On Wednesday 19 August 1971 he was killed at the Kabaira Bay area of East new Britain District, about 22 miles from Rabaul. He leaves his second wife and her son and daughter and two children from his first marriage. His first wife died in 1965 while she was working as a Welfare Officer among the Tolai people.
