At first glance the two men standing side by side were worlds apart. One wore top hat and tails and the other tapa cloth and tall feathers. They were outside the House of Assembly in Port Moresby, the administrative centre of the Territory of Papua and New Guinea which shows on maps as the tail half of the dinosaur - shaped island to the north of Australia. In top hat was the Australian Governor-General Lord Casey and at his side was Mr. John Guise, the newly elected Speaker of the House and the first indigene to hold the position. It took little more than a second glance to see that their ceremonial dress symbolised a blending of British Parliamentary procedure and the tradition of the villages. The occasion was the opening of the second House of Assembly and it marked another step towards self-government.'
