Thomas Miles Owen completed his degree in commerce from the University of Melbourne and began lecturing in accounting at Canberra University College in March 1939. Owen was Registrar of Canberra University College from 27 March 1939 to 1960 when the college amalgamated with the Australian National University. On 9 March 1962 Owen was appointed Associate Registrar, School of General Studies at the ANU. He was also secretary for the Building and Grounds Committee. He retired in January 1968. He was a Fellow of the Australian Society of Accountants. Owen died in Canberra on 22 March 2005.

The cassette tapes record Tom Owen reminiscing about his time as Registrar of Canberra University College. There are also copies of recordings of events such as the laying of the foundation stone for the Haydon-Allen building, and the opening of the RG Menzies Building and the Chemistry building, and tapes relating to his early life, the Richmond Hoyts Cinema, and oral histories recorded in the 1990s. Some tapes are annotated with file references 14.1.0.83-14.1.0.92 (ANUA 53).
Transferred by University Records in box annotated 'available for research' and accessioned as UA2000/20 in 2000. Additional tapes 18-22 relating to his early life donated by his son in 2009.
